And I think that's a pretty damn good idea, too - even if the information is on the forum as proposed, there's no guarantee people will actually READ it. At least if it's there in front of their face they've got no real excuse!
Perhaps the first screen for the mini-tutorial thing should be a really brief introduction, with a small list of bullet points or something showing what the tutorial's going to cover. I know a lot of users can be really impatient and they're more likely to skip a gigantic wall of text before they even know what it's for.
As for the cache, I'm not entirely sure myself, but I'd imagine by storing certain files locally in the website's directory, the script loads and runs a bit faster. Much like the cache on your web browser, for instance - which explains why changes don't take place until you clear it.
