need help with hebrew links

Hello everyone, first. I wanted to say I do not often write here because my English is not good.
Now I use Google's translator. Hopefully it will help.
Came the question I want to ask for a year now: I have links like this: Http://www.bwoman.co.il/articles/news/e ... lness.html
If you notice - as the title of the article that the word wellness is why she appears as Wellness.html
It happens only in English characters, if I write something in Hebrew title, it does not work, and leaves only the ID of the article.
My question is - how do I allow it to work with Hebrew characters

i'm afraid that it's not possible.
Haven't seen any cms systems that can convert western url characters into hebrew characters like:

into

http://www.bwoman.co.il/articles/news/ex/index.php/2010/03/02/דגני בוקר.html

That is just not gonna work.
If i'm right, everything is html based and html is based on western characters.
Only content can handle different languages and special characters.

if i type title in hebrew - in VBULLETIN FORUMS - its support hebrew

In this case i can?t help you. i?m afraid that CNR can?t do that.
But maybe Darkslim has an idea or any other CNR guru around here.

I don't use the friendly URLs at all (they don't work at my host)
so I havn't tried using it at all, it might be something code related
maybe something with the encoding, not everything is set to work
with hebrew (and foreign) characters right away, I did some modifications
to other parts of CNR to use and show hebrew characters and more

It is caused by the totranslit function. But currently i can't say how to fix it.
