STRAWBERRY and XAMPP (CLOSED)

If I install Strawberry on my hosting service it only does russian language but all functions appear to work -- however, if I install it on my local XAMPP installation it successfully installs in English and all functions work EXCEPT for "add" which causes an APACHE error.

Can anyonme point me to a possible solution as to what is unique about ADDNEWS that might cause the APACHE problem where other functions work OK?

I am using TXTsql for the DB
